Just escalated a dispute to a claim because I have evidence I'm attempting to be used as a package rerouting scam. I sent the package through FedEx. Buyer changed the address. I didn't know they could do that. Now they're threatening to ban my entire PayPal account if I don't refund them immediately. Anyone overcome these professional scam artists before?

Who is threatening to ban your entire PayPal account? Did PayPal actually say that to you? Or was it the buyer flapping gums? If the buyer changed the shipping address with FedEx, there should be a record of who did it in the tracking information. Try to get official documentation from FedEx of who changed the address.
File a report with the local PD police and ic3.gov
Re: police reports:
Insist on them taking a full report, and forwarding a copy to the buyer's PD. With some departments you have to be insistent, remind them that this cyber crime. Tell them a police report is required to make a claim with PayPal.
If the dispute is still in the "dispute" phase (not escalated), keep in mind that escalation is a option for you but I would get proof first of who changed the address from FedEx and the reports together to submit to PayPal before escalating.
Kudos & Solved are greatly appreciated. 🙂
