Account closed by PayPal while waiting for refund after dispute.

Hello.
I was making an order yesterday on a website and cancelled prior to confirming. The order went through and money was taken from my account. I got an email from the retailer saying the order was cancelled and a refund was issued. I have not received the money. I used my debit card through PayPal to make the order. I filed a dispute with PayPal regarding unauthorized taking of funds, and they decided to lock my account, as I am apparently underage. I am 20 years old. My account has now been closed, and I cannot receive or send money.
Can someone tell me:
1) whether the refund will be issued directly to my card.
2) When it will be issued.
3) What I can do about my account being closed.
I have sent several emails to PayPal and received NOTHING but automated messages back. I need to speak to an actual human, not a computer. The levels of customer service have been disgraceful, to be completely honest. Every other company can provide customer service during these circumstances, except PayPal. I am disguted, honestly, at how this has been dealt with. I am willing to take this up with both my bank and governmental regulator if they don't respond.
