PayPal requires a mobile phone number to log in. Don't have one. Even had to change my password three times today. Still won't recognize me. Appears that I will no longer be able to use PayPal to do any type of shopping...They don't even list a phone in customer support so they and be called. Hope someone in PayPal reads this stuff. I will list a mobile phone number if they want to buy me one and pay for it for my lifetime.

First of obviously you will have to sort the problem out with your password before you can move forward/Unless it is connected to the verification process, which then is outlined below; I'm proceeding with your problem best i can with the details you have provided, as i'am unaware of your overall competence in such matters, so please forgive me if I'm advising you on the obvious.
It appears that you are not a big mobile phone user, however, one is needed to verify it's you just for security, no expensive device on contract is needed, if you use Amazon a decent cheap 3G phone can be purchased from their site from as little as £15. Once purchased obtain a free Vodafone sim card from Amazon also, these cards can be topped up for as little as £5 without contract, choose the 'pay as you go service' and you can add money as when needed. The set up process is pretty much straight forward to get your sim up and running, the easiest way is to set up a debit card with them, this process is fully automated and once credit is assigned to your sim card, you can use that number to verify it's you when Paypal ever needs to send you a 5 digit number by text, which then to confirm it's you by sending the same number back, so you can move forward with what you are dealing with. There are also other means by which you can top up your sim card, and this changes by each provider.
To add, sim cards from different networks may be available at your local newsagent which you will get faster than waiting to be sent to you, Vodafone starts at £5 to top up whereas the other networks start at £10 (but please check) if you do have your newly purchased phone available, then the newsagent may be helpful enough to help you put the sim in, and help you set it up! If not then just follow the instructions being given from the phone!
I wish you the best of luck.

New policy means you need to add a mobile phone to access paypal now as per the moderators response on this thread.

Try:
1. Downloading the app to see if it will let you in to change / update it in the settings.
2. Log on via developer.paypal.com, go to paypal.com and change it in settings.
3. Use the forgotten password option several times.
4. Trying another browser that may let you in without phone verification (then change it when you have logged in).
5. Trying again another day when sometimes you can get in without doing the verification and then change the number.
6. Changing the password a few times sometimes works as it can bypass the phone verification.
7. Try clicking on P top of the forum page and see if you can log in via the forum.
If that does not work then you would need to contact customer services so that they can i.d. you another way and then add your new phone number to your account.
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPalUK and @AskPayPal for Twitter.
