How to update phone number without logging in

How is it possible to update the phone number when it is not possible to log in bacause of the new PSD2 security feature?

Is it possible to get in touch with the support when not logged in?

Any search in forum or online gives the explanation:

1. Log in to your PayPal account.

And any from Paypal responding to this:

-it is not because of browser. Have tried several different.

-it is not cache/cookies. I have cleared and used incognito mode.

-it is a problem that arise when PSD2 security features is activated and the phone number is not correct.

Try downloading the app and changing the phone number via settings / using the forgotten password option / trying again another day when sometimes you can get in without doing the verification and then you can go and change the number.

If that does not work then you would need to contact customer services so that they can i.d. you another way and then add your new phone number to your account.

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.

Had the same problem, and got so frustrated that I just opened a new account with my new phone number, which gives me access to customer service after I logged in. Then when I get customer and close the other account. Simple. I know, PayPal CS is a lot of BS!
