Hi there, I have just opened a new PayPal Account and I have a notification to say that some personal information is missing.  When I go in to complete the information, it is all accepted and the logo on the top right turns from red to green but then when I press submit it comes back with an error message to say 'we are experiencing technical difficulties'.  It did this all day yesterday and all this morning.

PLEASE HELP !
