Personal or Business for Selling on Ebay in 2018?

I've seen a lot of chatter about this in the Community center, but a lot of it seems to be rather old (c. 2015) and I need to know what we're meant to do now.  The general consensus seems to be that in order to use PayPal to sell on Ebay (even as a casual seller, i.e., I cleaned out my attic and want to sell grandpa's baseball cards) you have to have a business account.  OK, but I don't have or want a business, which means I don't have a legal business name, address, or phone number, all of which seem to be required to upgrade to a business account.  I've heard about an Individual Business Account, which appears to have been an option at one time (again, c. 2015), but is no longer?  PayPal's help pages are no help with this, as they appear to have been written several years ago and not updated whenever the various account levels were changed again.
I want to be sure of what I'm doing before I upgrade to a business account.  Any clarification on this would be very helpful!

No you do not, I have been selling on Ebay for years with a personal account as personal and premier accounts merged a while ago.

I sell items I no longer want or unwanted pressies / clothes etc.

 

You only need a business account if you are a registered business OR a high volume seller. ( ie. you buy in products to sell to make a profit on a regular basis). If you do that then you select an individual account if you are a business seller but not a company.
