Random number generator sign on

My random number generator that I have to use to sign on since someone hacked my account years ago is going dead. How do I replace it? I can't seem to get a message through top anyone at PayPal.

I lost mine and you can't do anything without it. You can't contact anyone to ask for another. What do you do? It is driving me crazy!!!
