I don't see an option for adding a new Security Key

My old PayPal security key 2fa battery died. Following a link, I purchased a replacement vip.symantec.com 2fa security key. I removed the original key, but there is no apparent option for adding a new security key.
I work in a facility that doesn't allow Smart Phones, so I can't use PayPal if I don't have a the security key added and activated.
Below are the isntructions I am attempting to follow:
To activate a security device with PayPal from a web browser, perform the following steps (may vary if done on a mobile device):
- Test the token at https://vip.symantec.com.
- Go to https://www.paypal.com/.
- Log into your account with your user name and password.
- Click on your profile, then select Profile Settings.
- Select Login and Security, then click Update next to the 2-step verification option.
- Select + Add a device, Use a security key, Set up now, then add your VIP security token credential ID.
- Click Activate New Security Key and follow the on-screen instruction to complete the activation.
