Is it legal to use paypal from Lebanon?

Hello, a friend of mine used to live in UAE and had a paypal account, then he moved back to Lebanon. Is it still legal for him to use the account?
Knowing he can no longer send the received funds to his bank account but he can still make online purchases without issues as a Lebanese identity?

Sadly paypal is not available in the Lebanon and its against paypal rules to try and use another countries paypal account.

At some point it would be permanently limited unfortunately.
