First PayPal has been drawing interest on the whole "pending funds issue!" Which means they are responsible for taxes on the interest made, time to call the IRS. Secondly, the Attorney General's office will really only investigate theft and copyright infringement. You get collect all the information and report them (PayPal) to the Federal Trade Commission. Request an investigation and punitive action be taking. Do not request a lawsuit, that's not what they do! They will however nail PayPal with punitive fines. Remember a digital signature requires more than an "accept terms and conditions" tab to be considered legal and binding.
