Quick update: After successful withdrawals over the past 6 months, the bank has suddenly decided to block all incoming PayPal credit on my account. Using a new account in a new bank resolved the issue, but it remains only a matter of time before that one is blocked again.

In other words, any bank that sees you're withdrawing from paypal recurringly will eventually block you.

A quick phonecall with PayPal customer service on + 353 1 526 4494 (which I have to say are delightfully friendly) informed me that this current situation is a recent development due to renewed disagreements coming from the Central Bank.

The good news is, although I am no longer able to withdraw, I am still able to bill my clients normally, and there is no limit to the amount of funds or the time they stay there on my account.

Note that opening an account from another country will not solve the issue, as an Egyptian PayPal account can only be tied to Egypt issues credit cards.

If you decide to use any other credit card from any other country, you will have to open a new PayPal account altogether.

Best of luck, Netizens!

That's ture, I have done few withdraws and my bank issuer have eventually suspended my account due to miss-use. Please note that PayPal and us is having a business relationship but which seems to be all controlled by one side.

PayPal is explicitly recommending its users to get Credit Card and withdraw their funds on it while this is illegal usage of credit cards in their country - Egypt.

PayPal is refusing to enable Wire-Transfer even for earnings which have remained more than 6 months in your PayPal account (no disputes running), and simply locking all the funds.

Third parties (companies similar to PayPal i.e 2CheckOut) are directly sending merchants earnings to their Bank Account (which is also monitored by the government and central bank) and there is no problems with that.

Technically, PayPal does not seem to feel comfortable toward enabling Wire-Transfers as its not reversible, which means, if any disputes have occurred regarding the already wired money, most likely, the merchant will have a negative balance at his PayPal account. However, this can be avoided, by simply allowing wire-transfers for earnings which have passed more than 6 months at your PayPal account without any disputes (6 months or 180 days is the time period where the buyer is able to initiate a dispute).

I tried to be as positive as possible and attack our government regulations, but eventually, I realized that its PayPal who are refusing to corporate not the government.
