why is PayPal declining all my payments from all cards it was working 2 hrs ago and now its just broken any help?

Welcome to our Community Forums. I'm sorry to hear you're running into some issues making a payment with your cards. This error can occur for multiple reasons. Here's a Help Center article I recommend reviewing first: My payment was declined. Why can’t I make or send a payment?

 

If you're still running into issues after that, I'd recommend reaching out to our Customer Support to research this a bit further. You can reach Customer Support by clicking Contact and then Call Us at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.

Having this problem since yesterday!!!

 

PayPal says the system returns "CARD ERROR"

 

CARD ISSUER says it does not know any problem with card!!

 

NOT the only one affected with these MASTERCARD accounts...

 

Paypal should inform about the TECHNICAL reasons behind this error! WHY is the card being declined? What verification is being made by PAYPAL? What changed since last week?

I checked everything, card is OK, payment authorization has been approved, int'l payments have been made and everything is verified in my Paypal account (card, email, phone, address, you name it). Furthermore, I called VISA guys and they told me they've not received any payment attempt, soy they're NOT rejecting my payment. 

 

And although I contacted and detailed Paypal support this, they insist in pointing me to do what I've already did, blaming there's sth related with the card issuer, which as you can see, it's not their fault. I find this frustrating, as the website I'm trying to buy from only supports Paypal payments...

My problem was indeed a CARD ISSUER issue.

 

In Europe, the 3D SECURE system (used by VISA and MASTERCARD to verify transactions) that used to deploy an SMS to the customer's phone, is not viable now under new EU guidelines, so, new systems had to be implemented. This caused mayhem, and several institutions (issuers) have having problems.

 

In my case it was the COFIDIS card (issued by a FRENCH bank) and it now resolved!

I'm having the same issues! Card issuer states they did not even get the authorization request from Paypal. 

My bank said it's Paypal with their same old issues - exact words of bank clerk.

I'm still having this issue. When I called Citi Bank about this, I was told that everything looked fine on my card, but she was aware of this being a problem. She further suggested that using a card through PayPal may result in it being viewed as a Cash Advance and read me a canned statement of how much money that would cost me. She had no suggestions on how to determine if that was what was happening, or what vendors through PayPal are doing that. For now, I am not using PayPal at all. They need to solve this.

I'm still having same problem ...

Error Message : Check your account at your card issuer before retrying this card

 

I called Citibank & they confirmed they did not declined the transaction, and requested me to check with PayPal.

It's been 4 days now ding dong between me & PayPal agent, yet not resolution.

 

I removed & added the same card, same issue.

I added new card, same issue. 

 

So we can conclude that this is problem with PayPal system. 

Could some expert from PayPal fix this issue?
