Credit Card declined when trying to link it to PayPal

I am new to all this. I need help with my newly opened MasterCard. I need a little insight since I've been unable to link my card to the Paypal account and the reason is unknown. First; I get an error message popping up: " Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions " My bank doesn't specialize in these fields so they have no idea why this happened, but they confirmed that my debit card is fine and active. They advised me to try to put some money in my MasterCard to enable the linking card to Paypal, I have added money to my MasterCard but now I get a new error message pop-up: "Your card has been declined. Please try a different payment method". I put some money into PayPal and MasterCard to try to resolve this put to no avail. I tried to call my Card Issuer and nobody is picking up.
