Discover credit card stopped working / tried to remove it and link it back but I can not

Hello guys,
Are there problems with Discover credit cards and payment in the last few months?
My old Discover credit card expired in June. So I added the new one to the account around end of June/start of July.
It was working for like 1 month or so and suddenly I was not able to pay with it via PayPal at all.
So I called the customer service in my local country to check if the card was blocked or something. They told me that my card is fully Active and there are no blocks or limits or anything on it.
So today I tried to use the PayPal again to pay for some item via that Discover credit card and I got error that my bank issuer of that card is not allowing this payment or something like this.
So I tried the oldway and removed that card from my PayPal account and I was trying to link it back but somehow I can not and I am getting this error :
Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions.
But as I said I already called 2-times the customer service for my Discover credit card and they see no issues and that the card is fully active and not blocked by them at all.
So I really do not know what is going on here ?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
