Payment On Hold

I made this paypal account about a month ago. It was supposedly for when I start earning money from twitch. Anyways, my friend owes me debt because our Rex Orange County tickets got refunded because of the pandemic. He transferred this money on my birthday which was on December 12. I'm just wondering how i can get this money early because I need the funds for christmas gifts. It says in my activity that it's "On Hold". I put my product under "services". How do I get this money earlier? 

I would appreciate it if I get a very enlightening reply 🙂

Its down to how the payment was SENT to an account.

1. If sent using money > goods / services option then paypal would see the recipient as a seller and apply the new seller hold. They would also charge a fee.

2. If sent using the send money > family / friends option then the recipient would have the payment instantly (as long as it wasn't an echeque pending with a clearance date) with no fee. (However that option is not available in every country).
