All the sender needs is the receiver's email address - then the sender can use the Send Money feature for "Friends and Family" and choose money from either their PayPal Account Balance or their bank account - if the sender uses a credit card there's a fee an there's an additional fee as this is a cross border type transaction. If the receiver does not have a PayPal Account, they will be required to open one in order to claim the money.
