Transfer of money from US to bank savings account in Ecuador (Galapagos specifically)?

I would like to regularly transfer money from my PayPal account here in the US to my friends bank savings account on the island of Santa Cruz in the Galapagos.
Can this be done?
She tells me she can't get a PayPal account in Ecuador without having a credit card.
- is this true?
She says that in order to get a credit card in Ecuador, she need to open a checking account.
- is this true?
In order to open a checking account, she says that she need to have $600 on hand, which is lot of money for her.
Thank you for any information you can provide about these interlinked issues.

The only way to withdraw if the recipient manages to get a PayPal account is through a US bank account or request a check.

To verify a PayPal Ecuador account, need to link and confirm a credit card, debit card or US bank account.
