Using paypal without a bank account or card

I there a way one could use there paypal account with out registering a debit/ credit card or bank account to it.

Is there another way of topping the account up somehow?

the only way to add funds to your paypal balance is by someone sending money to your paypal account or by adding funds via a linked and confirmed bank account.

But I was think more on the lines of a money exchange shop

But can someone send you funds from there bank with out you registring a bank card or bank account to you paypal account first?
