paypal balance

my paypal does not show any balance nor does it give me any option to upload money from my car. the paypal in question is still new and have just linked and comfirmed my visa card succesfully

You won't have a paypal balance as you can't receive paypal payments in your country.

You also cannot add funds to a balance as a funding source.
You can only link a visa credit card.

Also the option to receive paypal payments is sadly not available in Zimbabwe.
You can only send payments for purchases funded by your (confirmed) credit card.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive paypal payments.

You add and confirm the card as per link, then when you select paypal to pay they will auto deduct the payment from your linked card ie credit visa.
