Payment on hold for more than 21 days

I am a small business and occasionally use PayPal as a payment system. I currently have a payment hold that has exceeded 21 days from a customer. The customer received their product over 21 days ago and my payment is still on hold. I’ve tried to contact a human to no avail. The automated chat just keeps telling me I have to wait until 21 days even though it’s been past the time. Please help, I’ll never use PayPal again. Venmo and Zelle has never done this to me. Thanks in advance for any assistance.

Funds are normally released when any tracking number viewable online shows as delivered to the buyer + 1 day as long as you used one of Paypals supported carriers.

If that has all been complied with correctly then contact c.s. and ask them to release the funds manually for you.

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is also randomly available.
Also you have the option to send customer services a message.
