£1 fee for family and friends in same country

I am trying to pay £20 to  a friend int he same country (UK) ,. We are both registered as Uk  on our profiles. After clicking through family and friends it pops up a table saying it will charge me a £1 fee for the transaction> This is new as before there has been no fee for family and friends?
