It says a minor can have an account with parental assistance. What does that entail?

Student accounts were banned a couple of years back.

You have to be 18 to open a Paypal account now and if you try and get around it then unfortunately Paypal will find out when you verify and your account will be limited even if you were 18 when they found out.
