Can I pay my US American Express Credit Card bill using PayPal?

I have a US Amex card but no US bank accounts, so it is hard to pay my Amex bill. PayPal could solve this if I could pay Amex using PayPal.

According to the linked article, supposedly one could pay their American Express bill with PayPal or Venmo balance via the PayPal Instant Transfer feature but since PayPal Canada accounts don't have card withdraw, you won't be able to unless you opened a US PayPal account (with US billing address and linking AMEX card to it) and send your funds from Canadian PayPal account to US PayPal account and do a withdraw to AMEX card. Since security and verification with accounts is so tight at PayPal these days it's may be easier said than done.
