Fees charged for non-US transaction, but sale was in US

I recently had a transaction in my online store and today I realized that I was charged the PayPal fee for a non-US transaction.
The issue is, I only sell in the continental US and only ship to US addresses. The sale in question was to a US address (New York) but I now see that the payment account that was used on PayPal was from a company account based in Canada. While the transaction size was not meaningful and the difference in the 2.9% vs 4.4% is insignificant for this transaction, how can I keep this from happening again on a larger transaction or on multiple transactions?
Is there a configuration setting that would prevent a non-US PayPal account from being used?
