Gosh, how can it be any more safer or less safe with Offerup. I think OfferUp is safe too (lol at what seller thing is "safer" or not):

How it works
Ship it: When you accept an offer, we’ll authorize the buyer’s payment and hold it until you ship.
So offerUp holds the payment. We just don't know if PayPal will hold this seller's payment. But on OfferUp your payment is held until you get your item and after a 2 day evaluation period. Then there is a link that discusses buyer protection.
I say read the OfferUp documentation before deciding.
Now if you do decide to pay with PayPal, send a goods and services payment to get purchase protection, not friends and family. Select the payment type under the Amount Field using Send & Request and put as much of a item description in the notes as possible.
Vehicles are not covered, items that are picked up...please read Purchase protection program:
