How and when does Paypal charge?

I am from Malaysia, as I know the basic charge from Paypal is 3.9% + RM2 for everything transaction. But I am a bit confuse here because there are several kinds of transaction involved. Hope somebody can clarify it for me.

 

1. When somebody sends me new payment, in this transaction, I the recipient will be charged 3.9% + RM2 (Am i right?)

2. Let say the payment i received is RM500(after deducting Paypal charges), and I withdraw it to my bank account, will there be any charges?

3. And let say the payment i received RM500, I did not do any withdrawal, but instead I send the payment to another friend, so will my other friend be charged for another 3.9% + RM2? Put it another way to say, if the money is in Paypal account, we just do transferring the money to each other's Paypal account, will there be any charge?

when you receive payment for goods and services,PAYPAL gets a cut,

when you send payment to your friend under goods and service,he pays Paypal a cut.

if sent as friend and family to someone in the same country,same currency,it is fee. if you use paypal fund or bank transfer,if cards,there are fees

just remember,when you sell something,you make money and PAYPAL gets a cut.

if currency conversion,there is fee as well,

sending money overseas there is also fee/

review fee schedule and make a copy
