Issuing rebates to customers

I use Zoom Webinars which processes payments for webinars I present. I have a number of attendees who repeat my webinars and others who are referred. I want to give these customers a discount, but Zoom doesn't have such a feature. Until they do, I would be willing to give partial refunds (rebates) but there could be many of them issued in a short period of time. I would like to know if doing this could cause any problems with my PayPal merchant status. The refunds may make it appear that I suddenly have a lot of unhappy customers, but these refunds are actually rewards that I want to give to repeat and new attendees that have been referred by past attendees.
Thank you!
