When did PayPal institute the practice of charging a fee for transfer to family and friends?
My recollection is that in the past there were no charges for personal and family transfers, and that there were only charges applied for purchases to business transfers.

Paypal is free for friends/family transaction unless they are international OR funded by a card.
Free if funded via bank account or balance.
All other transactions are charged if you are selling items regardless of account type.
Advice is voluntary.
