Why is it that my Paypal Balance is different from my Available Balance?

I am trying to withdraw my money from Paypal(P10,000), but it's only allowing me to withdraw P3,500. How can I fix this?

Because the rest of it is in USD which you can't withdraw to your funding source.

The total it gives you is just an approx amount once converted.
