Payment of golf competition fees via Paypal

With Covid19 my golf club are collecting competition entry fees via Paypal. It's done through the Intelligent Golf (IG) app. You top up your account using Paypal and you entry fees are deducted from the account. However us members are being charged the Paypal fee every time we top up. Is this correct - when questioned the management say its company policy. Who is getting the fee? I am 'buying' a competition entry not selling one so who is correct?

My club also uses intelligent golf and adds a fee for top up payments with PayPal. It's against regulations and I've mentioned this to them
