Processing Fees. . .

So I sent an invoice to a customer 3/19/20 for $338 and I was charged $15.17 for a processing fee. Which does not equal to any of Paypal's stated fees.
I charge 3% for processing via CC to cover my cost to make sure that final payment is close to the actual invoice. This will usually fall within a few pennies from the actual service fee.
What gives with this and should I consider using my own payment processing direct to my bank and drop paypal for these shenanigans?
I've been a long time customer but don't have a problem moving on, its not personal it business. With that said I at the very least want paypal to show me a justification for that charge.

While it is true that the standard fees of PayPal is around 3% (2.9% + $0.30 to be exact), the reason why you are being charged more may be due to the buyer being registered to another country. If that is the case, it will be a total of 4.4% + $0.30 as there is an added 1.5% for cross border fees. This is regardless if the shipping address is within or outside the states.
You can check this link to view the fees charged by PayPal. You'll see the percentage for international sales on the second section.
