billmelater is now called PayPal Credit, a virtual credit line associated with your PayPal account and built into PayPal checkout integration. You may have to apply for it if you do not already have a it.
It depends on where you buy the gift card, if they accept PayPal and if PayPal Credit is offered to your on checkout as a funding source.
Note: On rare occasions, PayPal Credit may decline the transaction even you selected it as the funding source at checkout and put the transaction on your preferred payment method for online purchases. So make sure your preferred payment method for online purchases is an option before buying should the PayPal Credit option backfires.
To set your Preferred payment method for online purchases, go to Account Settings (gear icon) > Payments > Online Purchases
