Customers being redirected to page forcing them to login

Our customers are being redirected to a PayPal page where it forces them to login (shown under the x). Normally they have the option to login or pay by credit card directly (shown under the checkmark).
They are taken to the first screen if they have logged into their PayPal account previously. If they clear their browser history, they can then access the proper page, but is there a way to change this setting? Our customers are often using a business card to pay from a corporate account and do not want to use their personal PayPal account.
