Payment not Displaying on Dashboard

Hello,
I recently sold a listing on eBay and all was good i received payment email form buyer. In the email it has there details etc, what i sold the final price and everything. In the email it has "Simply click the link below to accept payment". When i go to click that link nothing comes up besides some kind of error page. When i go to my paypal dashboard buyers payment isnt there. I have been in contact with payer and have seen that payment has been sent.
I cannot get in contact with paypal as the offices are closed or something every time i go to ring.
The buyer has then become frustrated as he has done everything right sent payment, but i have not received it. I have received payments from other listings before so this is odd. He has then informed me that he wants to purchase somewhere else. I said no worries i went to cancel order and issue refund through ebay. Now ebay wants me to go into paypal and issue refund from there. But i cant issue a refund without seeing the payment in my dashboard.
So I've now lost a potential reoccurring customers and now most likely going to receive negative feedback on my eBay profile for this whole mess around.
Has anyone ever experienced this or no of any loop holes that i can somehow revert the transaction he made. The only thing i can think of is if he reports my paypal as not receiving the refund. But then im nervous i might get account restricted or banned.
