Prestashop 1.7 - tracking is not being aded to PayPal after update in admin

We use latest PayPal module with Prestashop 1.7.8.10. Once tracking in the order is added, paypal report this issue in the log:

Adding tracking info is failed. Error message: {"errors":[{"name":"NOT_AUTHORIZED","message":"Authorization failed due to insufficient permissions","debug_id":"95c62c8240359","details":[{"location":"body","links":[]}]}]}
