Problem with subscription payments

When we try to pay a subscription in WooCommerce it tells me:
this seller account is not allowed to create seller-initiated payment arrangements. Please contact Paypal support and request transaction access by reference.
I don't know how to solve it, I have read that you have to activate referenced payments

Reference transactions is a setting that can be enabled by contacting our customer service team. Please reach out to PayPal customer service to enable this feature and resolve the error you are experiencing on your website. Here's how to contact our team:
1. Log in to your account at www.paypal.com.
2. Click Help at the top of the page.
3. Click Help Center at the bottom of the page.
4. Scroll to the bottom and click "Contact Us"
5. Choose "Message Us" at the bottom.
