I use the Virtual Terminal to charge my customers and I get quite often this error "We can't process your transaction right now. Try again later."
But my customer sees a pending charge. so sometimes my customers card gets maxed out by all the pending charges because of the error.
Any advise?

Could you please confirm whether your still facing the issue?
Please refer PayPal status page.
I would suggest to please process a test payment via card which is not linked to your PayPal account. Since, merchant can't process self payments.

We're a new business trying to make a Test payment using my Personal credit card. The personal credit card has the same address as my Business address. But on confirming the payment I get the error "We cant process your transaction right now. try again later."

Merchant can't perform self payments, If your trying to perform LIVE payments, please process the payment via valid card which is not linked to your PayPal Business account or from a different LIVE PayPal account. Also, contact the respective bank to check the card status.
A payment may be declined for various reasons. If your payment was declined, you may need to:
- Confirm the email address associated with PayPal.
- Update the expiration date or billing address associated with your credit or debit card.
- Confirm your credit or debit card so we know you’re the card owner.
- Confirm your bank account.
- Go through a security check so we can confirm your identity.
- Resolve a limitation placed on your account.

WE HAVE BEEN HAVING THE SAME ISSUE SINCE JANUARY. SOMETIMES VIRTUAL TERMINAL WORKS AND OTHERS WE GET THIS SAME MESSAGE. WE HAVE OPENED OVER 5 TICKETS AND KEEP GETTING THE SAME RESPONCE FROM THE TECH TEAM. WE HAVE CALLED NUMEROUS TIMES AND STILL NOTHING. IT IS VERY FRUSTRATING WHEN WE ARE TRYING TO RUN A BUSINESS. IF ANYONE KNOWS ANY WAY AROUND THIS PLEASE LET US KNOW!

Can you elaborate on "Merchant cannot process the payment"? This is a virtual terminal so we can take payments over the phone correct? Which means we would be processing the payment. I am getting this same error trying to charge service fees via virtual terminal. These are clients for my business that do not want to deal with the invoices so they authorize me to charge the fees. The virtual terminal is the perfect solution because invoices did not provide that option. Now you are stating we cannot do that either. My client has verified with their bank it is not on their end, i have verified all information is accurate and still there are issues for over a week now. What do you propose as a solution?
