Prepay cards issuing

Does PayPal any service similar to Stripe Issuing, so i can provide a debit/credit card to my employees to make purchase and can be loaded through an API or web-hook?

No, PayPal does not.

If you’re in the US, a business account debit card can be applied for and could get up to 4 cards.

As new payments are deposited or transferred manually to your account, you can spend or withdraw it as cash using the PayPal business debit card. Cash availability is subject to the time it takes for the funds to be released from any applicable holds or transfer times when adding money to PayPal.

Is there anything from Braintree that is supposedly own or partner with PayPal? I cannot understand how PayPal can miss on such a market.
