Problems with PayPal checkout on shopify

When a customer checkout from my shopify website using paypal express after they get the popup to enter their paypal details they get back to my website then they get the error "unable to process payments due to violating PayPal user agreement " I tried testing it myself with a lot of different PayPal accounts and still got the same error

*I tried normal PayPal checkout and PayPal express checkout and still got the same problem

PayPal returned API error code 13122 - Transaction refused - Transaction violates PayPal User Agreement.

Cause  : A transaction was refused and can't be completed because it violates the PayPal User Agreement.

Solution  : Contact PayPal Customer Service to determine what part of the User Agreement is in question.
