Can't Send Payment, Error ''Please try again later''

I can't send any payments, I cannot complete in game purchases, I cannot send money to anyone.I have been facing this problem for nearly 1 month, I have asked for many suggestions, everyone says that just wait a few days and the error will be probably fixed.Well i have waited long enough but nothing has happened, I also contacted Paypal via email but they don't seem to come out with a proper solution for my problem. I would like the help of all you helpful people out there, If anyone of you have faced this problem and know a solution to it, please let me know. Your help would be appreciated.

Sorry can't help you. You have not shown what country you are in on your profile OR said what country you are in. As Paypal is country specific then we can't advise without knowing that information.

Hi,
I've used the "me too" button so I hope it's fine if I provide here details about the country involved in my "Error" report instead of starting a new topic about this
I'm Italian so EU account, but now I'm in Vietnam (if this make any difference) and I'm trying to send to a Vietnamese person so I guess the account that should receive might be under different country rules
I have Euro and USD as available currency
Since I don't have spare money apart what is on my balance I didn't try to buy anything or send my available mone anywhere else

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.
You are supposed to withdraw any funds / resolve issues / remove cards and bank accounts before you leave your old country. If you don't then you may have problems doing so once you have moved.

What about the money in the account?
Is it lost or is there any way to redeem it as i can't even withdraw it...

If you encounter this error, my best advice is to attempt the payment no more than a very few times, and to try using a different funding source. If the payment does not work with a different payment method, please try waiting a full 24 hours before making the attempt again. If the problem still persists, please reach out to customer service for further troubleshooting.
