Ok so, I have 20 dollars on my PayPal, and when I want to buy something in Fortnite and have to verify with the photos it doesn't work. I have to say I don't have a credit card on Paypal but I don't think that can affect the payment. My WhatsApp is <removed> where we can solve the problem quicker.
You can use funds in your paypal balance 'as long as' they are in the correct currency and not pending.
BUT for some transactions ie digital / virtual or higher risk AND at 'some point' anyway Paypal will ask you to add a card to act as a back up funding source and to verify your Paypal account.
