Error message Please try again or choose a different payment method. . (10606)

I have always used my Visa debit card for years with PayPal and never had a problem.  Now, I am receiving these messages when trying to make a payment to online merchants:

  • Please check with card issuer before retrying again.
  • Unfortunately, your PayPal payment could not be processed.  Please try again or choose a different payment method (10606).

PayPal support told me that the error message meant that the card issuer had declined my payment. I have already contacted the card issuer, merchant, and PayPal Customer Support and they all say everything is good with my account and they are NOT DECLINING my payment.  This started happening when I tried to make a payment with a particular merchant online and tried to checkout with PayPal Express and use a store credit simultaneously.  I tried over and over again and received the second error message. I tried to use my debit card with PayPal on another site and it did not go through either.

 

Does anybody know how to fix this?  PayPal suggested I remove my debit card and then add it back again, but made no guarantee it would work.
