How to integrate paypal to my e-wallet

Hello, I am creating my own e-wallet, therefore I would like my e-wallet to allow users of my application to transfer money from their bank account to their e-wallet via PayPal, as well as allow them to transfer money from their e-wallet to their bank account. I want to know if it's possible with PayPal.

Cameroon PayPal accounts cannot receive payments so can't hold a PayPal balance. Users are to link a credit or debit card to PayPal and select card to pay with. Refunds are returned to the linked card. There is a good chance that bank accounts cannot be linked to Cameroon PayPal accounts and funds cannot be extracted from cards.

You can ask PayPal compliance dept for permission to do this for non-Cameroon PayPal accounts who are allowed to add bank accounts to their PayPal account and hold a PayPal balance:
