The provider you are paying has to accept PayPal as a payment method in order to do so. Contact the provider and ask. Or if you have a PayPal debit card, and the provider lets you pay with card online, then use the card to pay. If the provider also lets you set up automatic payment with their own non-paypal system that draws from the card or any other payment method, then set that up.
