The merchant I am buying from lost access to his first account, so I tried to cancel the payment but it never gave me the option. I sent him the amount of money on his newly created account and then had the first account bounced back saying I didn't have enough in the account. Will I continuously be charged the NSF $22.00 fee if I don't have enough in my bank? I've been trying to cancel the first account transaction for a week now and PayPal says they can't help me.

If the payment is marked as sent / completed then you may have to file a dispute for 'nonreceipt of item' against that paypal account to get your funds back.
Advice is voluntary.
