I'm trying to issue a refund but it keeping something when wrong try again, I keep trying but it's not sending. I message and no response back, what do I do?

How are you funding the refund ie from your paypal balance OR a bank account?

Only as the fee element is not returned when a refund is issued you may not have enough in your balance?
