Insufficient funds

Need some guidence on this. I had a telephone call from PayPal today I was a little cautious as I’ve recently had money taken out of my PayPal account (although got it back). I was told my acc was in a negative balance, I couldn’t understand why as received no emails alerting me to this. I was informed that PayPal had paid for concert tickets (x2 tickets) But at the time I had cancelled my direct debit due to this random sum of money coming out of my account, I just wanted to make sure all direct debits on my acc were legit.Anyway I had attempted to purchased these tickets 5/1/19 via PayPal and received x2 emails saying I didn’t have a direct debit set up therefore payment could not be taken, I have no other cards on the account. I was satisfied the transaction had not gone through. So last week 19/1/19 I used my bank card to purchase the concert tickets. Having now received that phone call from PayPal I have ended up with x4 concert tickets due to PayPal covering the cost. What can be done about this? Concert company won’t issue me a refund. Annoyed PayPal did not notify me sooner

I am sorry to hear about your issue. When you send an 'Instant Bank Transfer' using PayPal we'll get the amount to the recipient right away, then we'll wait to collect the money from your bank. If your bank tells us there’s not enough money in your bank account when we try to collect, we'll try again about 24 hours later. If this also fails, we'll try one final time to collect the money we're owed, 30 days after the last attempt.

I understand what you are saying but why was I not informed that PayPal had paid for this? Instead I received x2 emails saying my transaction was unsuccessful and that my purchase could not go ahead hence why I purchased tickets AGAIN. PayPal needs to take some responsibility for this. How do I raise a complaint or take this further?
