I had the same issue today. I bought groceries online. My PayPal payment preference for online shopping is for my visa debit card. I had the money on there waiting for the debit. I check today and they have debited my bank account, not my visa debit card. Why? Why bother to have a preference if you’re just going to charge whatever account you want? Now the bank will reverse the debit due to lack of funds and charge me a fee. PayPal will suspend my account because it will be in debit when the charge comes back to them. I’ll have to run around to transfer the money from my visa debit to my bank account and then to you. And you’ll take 5 days to register my repayment of the charge and unlock my PayPal account.
