PayPal declining Upwork Charge error code:10417

I linked my PayPal account to Upwork as billing method, my PayPal account has a visa debit card linked with it. Whenever I try to use it, payment gets failed, I contacted Upwork support they said PayPal is declining the charge with error code 10417 Please help me I have tried two different Visa cards and PayPal accounts.
