Paypal Plus - Leider können wir Ihren Kauf auf Rechnung derzeit nicht verarbeiten

I integrated PaypalPlus with the python sdk. Now I'm facing the following issue: 'Kauf auf Rechnung' aka pay upon invoice is not working. If the User selects the button on the wall the paypal page opens fine. After filling the address and confirming he only sees "Leider können wir Ihren Kauf auf Rechnung derzeit nicht verarbeiten. " (something like "Cannot handle your payment via invoice").
ELV, PayPal direct are working fine.

I'dont know what I'm missing since all other payment are working. Any hint welcome 🙂

I do not create the payment with addresses since I want to use paypal plus for fast checkout without registration. Possibly it is not working without addresses and a known user?

Pay by Invoice is an additional add-on to PayPal Plus which needs to be specifically approved and enabled. Have you gone through that process with PayPal?
